Yeah, Steam still won't refund me on a small indie game called Towns that the developer straight up abandoned and left it a buggy mess. Basically Steam does not have a hard set number of times, t Correct. There is no specified limit, as per any statements from Valve. The issue is when you refund a lot of games within a short amount of time. Steam Support or Valve are capable enough to recognize if refunds are being abused, and can and will revoke a user's ability to obtain refunds.

I ended up getting a refund using above method, but to my Steam Vallet (which is totally fine).
