I presume you are using an AMD 6000 GPU. The 5000/6000 win7 AMD drivers are buggy as hell, espec dx11 and opengl, and steam has not worked on it as of roughly july 2023. 400 or older may work but I cannot test this. nvidia gpus work fine since their win7 drivers are complete. your options are:

For any new Windows 7 user who wants to use Steam after January, I've fixed and 7-zipped a version of Steam for y'all to use. Gaming All I did was add the steam.cfg file with 2 lines in it after installing Steam on another computer, copied the Steam folder to the desktop, compressed it using 7-Zip, and uploaded it to the Internet Archive.
