Right click a jpeg file and choose Properties. On the resulting dialog, click the 'Change' button. Then, in the resulting list, find the application you prefer to open jpeg files with and choose that. Do the same for a PDF file and that should change the file association back to Adobe . . .

You can open the picture with paint and save in other picture formats. The picture is Jpg so not showing convert to same. Ifranview is a free image viewer I use. It allows you to open PNG and SAVE AS to JPG. It also does simple image editing like removing spots and "cloning" or "stamping" to hide larger objects.
