    I am on unemployment. I have scoured the internet to find out how to request an unemployment award notice or other proof of income/verification of unemployment income to no avail. I have been calling the office of unemployment insurance (various numbers too) every day to try to get ahold of someone, but they "cannot handle my call right now."

    Combined with the widespread belief that unemployment is an entitlement program when in reality it's an insurance program funded by employers at the lowest cost possible.     I find the high employment threshold buffs from social spending to not he worth the cost when your country is facing high unemployment (unless the buff is enough to bring you under the threshold) so I typically use that money to lease additional civ factories. Stay away from buffs that reduce the required workforce for industries.
