The keel for Biloxi was laid down on 9 July 1941 at the Newport News Shipbuilding & Dry Dock Co. shipyard in Newport News, Virginia. She was launched on 23 February 1943, by which time the United States had entered World War II. Fitting-out was completed quickly, and the ship was commissioned on 31 August.
