The best emulator that i can suggest is either the newgrounds one, called Newgrounds Flash Player (NFP), or an emulator called FLASHPOINT. tho, i would recoment FLASHPOINT since NFP doesnt have all the games but FLASHPOINT has over 80,000 games. Adobe Flash player is not fully opensource, so no one can fork it or fix security issues. Ruffle is like written from scrap, completely opensource, exactly for the case of maintaining and providing security updates and features. Additionally, using old Browser version also brings security issues and holes.

It shows an instruction as to how to run Flash content via a guide. the Pale Moon download site just allows NPAPI, it doesn't mean that the Browser is pre-packaged. Also, the download page itself doesn't tell you HOW to put Flash in the Browser, making the Browser download/FAQ very barren.
