They have talkgroups on this trunked system. You would need a scanner capable of monitoring a P25 Phase I (digital) trunked system, program the site or sites near you, and enter the talkgroups. But even after that, you still would not hear Downey, because they are using encryption on all of their TGIDs. No scanner can monitor encrypted talkgroups.
