Hmm. Not sure what PBS content you're looking for but on their Plex channel I can find lots of episodes of Nature, Nova, American Experience, PBS News Hour, Masterpiece, Frontline, POV, I'll Have What Phil's Having, Antiques Roadshow, Austin City Limits, American Masters, Charlie Rose: The Week, and tons of other series and specials.
Only programs we recorded with the cable dvr were network or PBS programs--really don't watch sports nor do I find cable news networks relevant or informative--I think my anxiety level throughout the past 4 years as well as the pandemic is pretty minimal since I do not partake CNN, MSNBC, PBS news, or even OTA news.
12678 posts · Joined 2004. #6 · Sep 22, 2018. They can't stream LiveTV, per se, but they can stream a recording in-progress to your PC. That's almost as good. So if you are recording the event on your Bolt, you can watch it on your PC. I just tested it with PBS News Hour, and it works.
Premiere changes channels by itself. Every weekday morning I get up at 5:30am and turn the local NBC news. At 6:00am, the channel being displayed on the TV changes to another channel without any warning or "going to record a suggestion" message. Sometimes it changes to Showtime or AMC, it seems random.
I streamed all of last evening's PBS News Hour without a problem. My cable internet is 115Mbps down, but only 3Mbps up. Very surprising that it worked flawlessly, my cheapass phone connecting from both the BOI and MSP airport free wifi. Appeared to be HD (my phone is 720p). I was streaming from a OTA recording on my Bolt.
Now I only receive the local news channels and one PBS station. Well, that's not enough content for me. I'm interested in HTPC but know nothing about it other than i know that i can watch some pretty cool content online and much of the same content i was paying Comcast for before I canceled my 60 channel lineup.

But for some stuff that really is not visually oriented, such as cooking shows or news commentary, I do make sure to take the SD feed simply to save space. I have found that there really is not much difference between the primary PBS HD channel and the SD sub-channels - they do an excellent job of sending out good signals in either format.
Cable companies are not allowed to make the broadcast channels they retranmit (such as ABC, CBS, NBC and PBS) non-copyable, but it has been reported here that they sometimes do it "by mistake". In every case I know about it was corrected soon after being reported to the FCC. (And I don't know if that rule has expired with the cable card mandate.)
