    I’ve been to lots of these ceremonies, and I’d say your idea of sundress and sandals is definitely appropriate for an outdoor ceremony in the summer. Sundress and sandals sounds more than appropriate. You can belt the sundress and wear a sandal with a low heel if you want to be dressier. Hey!

    Ceremonies just use dummy certs. It's the CC's responsibility (or delegate) to arrange the ceremony if you want a ceremony. Get with them. (AFI 36-3203 7.1) I did my retirement ceremony 5 months early and I didn't have any issues with the retirement medal or certificates. Everything had my actual retirement dates on it.

    The leave AFI (36-3003, table 3.6, rule 21) says this is a permissive TDY. Meaning a CC can authorize someone up to 3 non-chargable days of leave in order to officiate a retirement. Permissive TDYs are not funded by the government. EDIT: I stand corrected. 65-605V1 5.19.4.3 does allow for a funding TDY for the presiding official.
