Yes, the airpods do show up when I click the arrow to the right of the volume setting. However, choosing them still does not provide sound through the airpods, sound still comes through the pc. For the static noise, I found that disabling auto enhancement from Sounds >> Playback >> Double click on the Airpods >> Advanced >> "Enable audio enhancement: Off" this stopped the static noise for me.
