I just accepted a new job as a Senior HRIS Analyst moving from a company that uses Ultipro to one that uses ADP Workforce Now. There are a lot of things that I really like about Ultipro, but there are also a LOT of frustrating at best but terrible at worst things about it.
Once you are done setting up the state on SmartCompliance, head over to Setup > Tools > Validation Tables > State Tax Jurisdiction and sync the info. If it still doesn't display TX as an added state then go ahead and add it manually, system should automatically sync in with SmartCompliance and pick it up. Now, do the same for SUI / SDI as well ...
My lower midsized company is exploring new HCM software, and the decision is all but made to go with ADP Workforce Now for payroll, HCM, and ATS - partly because its an all-in-one solution. I'm the sole recruiter for now. During our demo with ADP I wasn't terribly impressed with the ATS.

As a former ADP employee (it's been a few years now), most of our clients seemed fairly satisfied with it, with the exception of the performance review section found in HR. It was heavily dysfunctional if you didn't use it the same way the developers thought it should work.
I am an ADP super user/practitioner and I have experienced blank pages also. Usually, clearing cookies and temporary files will work but sometimes you also have to clear all options in the browser, so you lose your login names if you saved them.
Ugh, I don't envy you. I used ADP for our 270 employees for several years and the accruals were the biggest headache for me, even though we were using a pretty simple system and I could never fathom how such a huge HRIS would struggle so hard making it work right.
