I'm so thankful for this thread! I've been having slow downloads across TCP on Windows for months now. I was looking for an alternative way to download Star Rail because of their downloads when I found this post. Using netsh interface tcp set global autotuninglevel=normal on command line fixed everything!

Solution for slow Download/Update. Go into launcher settings in the top right, scroll down a tiny bit, click under limit download speed and type in whatever number. Now click confirm. Go back in and click "No Limit" and confirm. Please keep in mind our spoiler policy during this new update window.
My pc broke so now I'm trying to download hsr on my laptop. However, every time I download it, it says "download failed" whenever it hits 20%. I've tried to use the collapse launcher but it gets stuck at 42%. I tried bluestaks and I just can't seem to download anything let alone hsr. I'm actually lost at what to do at this point.
