After much searching I found that going into Nvidia Control Panel, manage 3D settings, and forcing PS Remote Play to 60 FPS Max Frame Rate finally solved my woes. Just putting this here in case anyone looking for a fix needed a different option. I see several options on the Microsoft store.
If you don’t want a headache, want a bootleg ps portal (that you can also play out of your home network) and want to do things as simple as possible. Then, you have to go with the official ps remote play app and spend the $5.00 on rewasd. I tried Chiaki and Chiaki4deck and just had horrible experiences.

With the release of the PS Portal, I've yet again dug into this but still no luck in getting the PS Remote Play connected over the internet outside of my LAN. I've tried forwarding all the ports listed here yet I always get the errors 8801330f or 8801330d. I checked with my ISP to verify I have a public IP but the console is still unreachable.
For windows, download an app called "Rewasd" from the Rewasd site. It's a free 14 day trial, no need to sign-up. To map your mouse to the analog stick though, that's a 3 day trial as it's a $7 plugin. It's worth the money though if you want a good quality program that only takes 20 minutes to setup your binds.
