I had an old XP Pro tower running Virtual PC 2007, with a Win98 vhd (I had a single program which was otherwise not back compatible). The XP system died, and I am now setting up a Lenovo ThinkCentre m92p tower running Windows 7 Home Premium 64 bit. I have reset the BIOS settings for virtualization capability and confirmed all is OK in that regard.

If you obtain a legitimate Windows 7 DVD or ISO file (e.g., by using the "Microsoft Windows and Office ISO Download Tool" from Heidoc.com), you will not be able to activate it without a retail license (see reply above from Bill Smithers). If you just want to "test" Windows 7, use the Heidoc tool to download the August 2018 version.
I installed windowsXPMode_en-us.exe. I can now run a virtual PC in XP under WIN 7. I have not (yet?) installed windowsXPMode_N_en-us.exe. I don't know if I have to, Does anyone know? I currently can open the virtual PC in XP mode. I only transferred a 32 bit game so far to see if it will work. It does, sort of.
