The only 2 browsers that i know of that have these 2 capabilities are edge and vivaldi. Switching workspaces in edge is slow unfortunately, and Vivaldi seems a bit broken. i get https errors for well known sites like tomshardware. reloading fixes it, but it's just annoying.

If you use Windows, imo Edge is the best because it's well integrated into Windows 10/11 and it has efficiency mode that kicks in to avoid issues/performance loss when playing games. Doesn't seem so. Tho there are extensions for it. Yandex on desktop. Vivaldi on Android. Microsoft Edge on PC. Quick, best vertical tabs in my opinion, great built-in PDF reader. Copilot is ok-ish, enough for my occasional usage. As for privacy concern, I use Windows, nuff said. Samsung Internet Browser on phone.
Chrome has nice features but other browsers quickly follow behind it. That's my opinion and intake of browsers. (Don't use tor unless you absolutely need to- if so; I am concerned) Oh yeah and there is Vivaldi; if you want to be creative and have the ability to customize that's the browser you'd want. If not then I don't see a point in using it
And in fact, I'm not 100% sure. But here's what I got. SeaMonkey = By default. Pale Moon = By default. Vivaldi = Technically in settings. You have to move both the address bar and tab bar to the bottom of the window. It then makes a mirror image of the top configuration, and the tabs will be under the address bar.
There is no objectively best browser, there's only the best browser for your specific use case. There aren't even really any good browsers. The unfortunate truth is that all modern browsers suck. The trick is finding the one that sucks the least for your needs and preferences. For me, it's Firefox. Your mileage may vary.

Orion is not unknown. It is the fastest browser on iOS, and it supports Firefox and chrome extensions. You should really try it. Orion. Brave is suppose to have good adblocking. I personally use Firefox and I also run NextDNS to perform DNS level filtering. It blocks so much crap including ads (but not on Youtube).
