The issue is the young driver fee usually applies to 21-24, lots won’t rent at all to under 21 so you’ll want to make sure you find an agency that rents to 20 year olds first. You would just need the basic membership to get the young driver fee waived at Hertz (the only company that waives the fee with AAA).

I'm planning a trip with my adult (22yo) son, and will be renting a car for a week. Originally I was thinking I'd just have to drive and leave him off of it due to the expense, but I see that AAA (I'm a member) and Hertz (ditto) offer a free additional driver and also offer to waive the young driver fee for drivers over 20.
They allow you to add a spouse for free, another AAA member, and occasionally just a random second driver. AAA has by far been the cheapest to book Hertz rentals through. My yearly membership is 100$ bucks but there’s been times the (up to 20%) discount had paid for the membership in one rental. Hertz customer service is super shitty recently.
Sorry for the confusion, AAA will only waive the underage driver fee with hertz. As for discount % I usually see 5-10% off on average, but this could vary greatly depending on which AAA location you are in. If you give me the proposed dates I can do a quick search to see what rate I get.

Did some digging and ended up finding that Hertz waives the underage and additional driver fees ($30 and $15 a day, respectively) for AAA members. Total for a three day rental? $135 - ouch. Triple A membership? Less than 40 bucks - for the YEAR. Heck, I even managed to get my aunt to add me onto hers for something like $15. No brainer.
Don’t cancel AAA membership. One tow, one dead battery, one flat tire, one time of locking your keys in your car pays your annual membership fee plus you can add other family members living at same address for minimal additional fee. AAA is well worth it!! If you have Costco membership you can book trips and rentals cars through them.
