When an agency has determined that no school or educational nonprofit has a need for the excess computer equipment, the agency must report the equipment for screening to GSA through the Personal Property Management System (PPMS) ®. What if computer equipment needs repair or upgrading?
Overview. The GSA-hosted CFL website provides schools and educational nonprofit organizations the opportunity to view and request excess computer equipment that is excess to a federal agency’s needs.
Be approved, accredited, or licensed as required. You must be able to provide proof of your eligibility and upload the required documents in order to complete registration. When you’re ready, you can register here.

When new, usable or repairable computers & computer peripherals (Federal Stock Group (FSG) 70) become excess to a federal agency’s needs, the agency reports the property to GSA by uploading it into the Personal Property Management System (PPMS).
