Even if tsunami is equal or better (which i doubt), I feel like the extra shots gives overall more consistent dps and is better than tsunami (which is pretty situational to have all 5 hit something). There is no contest. Phantasm is far and away the better choice. Phantasm. Especially with piercing arrows.
IIRC, what made the 2011 tsunami so devastating was that initial reports underestimated the height of the waves and many didn't heed the evacuation warnings until it was too late. Hopefully we won't see a repeat of that mistake here. Plus, the damage to the nuclear power plant.

So although the tsunami wave was estimated to be 30 feet which would have allowed the sea wall to be relatively effective, it had dropped in height which allowed the tidal wave to overtake it. The back half of the wave moves much faster so it just continued to push and push more water.
