The PIC24 tools output a Intel 32 HEX file. My PIC24 flash tool reads that HEX file and flashes it into the device. That's "programming microcontrollers" right there. In the past, I've used Intel 8 HEX files to download program images to an 8052-based development system, documented here, since that's what as31 output.
