Note: vertical scroll bar appears with roll mouse wheel - scroll bar is not needed - mouse wheel scrolls view. This is what I found also. Placing the cursor and clicking in the list and then scrolling with up/down buttons or a mouse scroll wheel will scroll the list and you will see a scroll bar indicator at that point.
