Everyone I know that has a family lives just outside base in military housing, but if you’d like a nice place to live 20 minutes out are Vernon Hills, Libertyville, Lincolnshire, Mundelein, and Wheeling. All very nice and safe suburban areas. Waukegan wasn't too bad about 8 years ago. PM sent.
The first clue is in the actual name of the base: Naval Station Great Lakes. The Naval Station significantly predates it being a training command. Back in the War of 1812, the Great Lakes were a a critical naval battleground. As the geopolitical situation evolved, the Great Lakes became a safe place for sailors in training to take ships underway.
