HireRight doesn't use investigators, they just assemble reports. When you have been self-employed, HR people HATE you as they can't verify what you did (which is HR's line of thinking - every statement you make is a lie which has to be proven a lie in order to disqualify you).

I was through interview process and my background check was handed over to Hireright. They did criminal check - negative - no records found
HireRight, Inc has been outsourcing employment verifications for years. Most applicants are completely unaware of this fact, as their personal information (inclusive of finanicial info) is being sent to the Philippines.
I'm going through a background check with Hireright. I'm based in London, UK and the job is in London, UK but I've worked in US and UK in past seven years. It annoyed me having to give my US social security number and my UK social security (national insurance its called in UK) number.
Anway, Hireright does most (possibly all) of their work from the Phillipines. Instead they turn to the applicant to produce paystubs or W2s for proof. IMO, their price is way too cheap for it to be a thorough enough check that would result in a visit (or call) to a local police department.
But unbelievable -- got a call from my boss asking WTF -- the company I was contemplating of joining called and asked for references. Trying to understand who went rogue here against my will -- HireRight or the company I am contemplating of joining. Let's assume it was HireRight that went rogue and called the HR of my current workplace.
Unless HireRight (or any background checking company) is told specifically the states under which the check is to be governed, they normally use the state of the employer. Additionally, as many states moved to place limits of the look back periods, it created massive problems as laws go into effect at different times.

Also HireRight just gives three responses to the HR department apparently. "Suggested for hire", "Not suggested for hire", or "Verification needed" (this was provided to me by the employer in their onboarding paperwork). Anyway I logged in to HireRight's system to check the progress of my background check and it's "still in progress".
