The issue occurred for me on Windows 2012 R2 when "windows can display enhanced device icons and information from the internet" was enabled. Setting the above GPO prevents the prompt for happening. If you have already clicked that icon, you can check for the setting to turn this off by clicking Start > Change Device Installation Settings.

Please test both server ( \\server1\sharefolder and \\server2\sharefolder ) If failed, it is a connection issue, if success, it should be a DFS related issue. Also check if HKLM\system\currentcontrolset\services\dfs\parameters\insitereferrals is set to 1. If so, change back to 0. Using sharenames I can get to the folders.
Do you have an IPHTTPS interface visible with IPCONFIG? I had a case in an old lab. My IPHTTPS interface was not operationnal. In the Device Drivers, driver does not appear as operationnal. I had to uninstall the driver ans reboot the server to create a new IPHTTPS interface.
